The crime scene on Short Street remained active for more than four hours after the initial phone call.
"We received a 911 call from a witness who provided us the information that he was in the street shot," said Chief Ellis Watson of the Swissvale Police Department.
Swissvale police and Allegheny County detectives eventually moved their investigation from the street where the boy was found to the inside of a home, not far from where dozens of people catch the bus.
"I could have been standing there if I wasn't at work today. I hope the little boy makes it. I hope he makes it," said Kathy Vlk of Swissvale.
Police told Channel 11 that there is no threat to the public.
